RAINSY SEES THE DEVIL IN THE DETAILS OF NEC'S RULES
 

I am puzzled to read in the Phnom Penh Post (September 21, 2006) NEC Secretary-General Tep Nytha's letter saying: "it was to satisfy the opposition parties that the voter cards of the previous elections were abandoned as a valid document both to register and to vote."

This would be indeed the first time that the CPP-dominated NEC would have made a decision with far-reaching consequences just to satisfy the opposition. We did denounce some irregularities in the past but the remedy they now choose proves to be worse than the disease.

CPP PUNISHES DISSIDENTS IN POIPET COMMUNE
 

Poipet is Cambodia's largest commune with over 100,000 inhabitants.
On September 11, 2006, Poipet commune council led by SRP commune chief Hay Nam Heng will organize a ceremony at the commune office in Banteay Meanchey province to inaugurate eleven village chiefs who have recently been elected by the commune council. Among the eleven village chiefs, five are affiliated with the CPP, four with the SRP, and two with Funcinpec.

Cambodian opposition leader Sam Rainsy today was awarded Liberal International's prestigious Prize for Freedom for 2006. The decision was made by Liberal International's Executive Committee meeting in Manila. The meeting was attended by some 100 political leaders, including 30 parliamentarians from 20 countries, and was chaired by Lord Alderdice, President of Liberal International.

POUR UNE NOMINATION DEMOCRATIQUE DES CHEFS DE VILLAGE
 
 

A la suite des élections communales de 2002, le  PPC (premier parti avec 61 % des voix à l'époque) contrôle 1.598 communes sur les 1.621 que compte le Royaume, soit 99 % du total. La position de maire lui revenant dans ces 1.598 communes, le PPC laisse entendre qu'il va user de son pouvoir dominant pour maintenir sous son contrôle les quelque 13.000 villages situés dans ces communes, en faisant voter par le conseil communal de chaque commune la nomination d'un chef de village pro-PPC pour la totalité des 13.000 villages. Il faut se rendre compte qu'une telle mesure serait:

Sam Rainsy's letter dated May 9, 2006, requesting PM Hun Sen to help secure the release of 14 fishermen in Samprauch commune, Staung district, Kampong Thom province. The victims were arrested on May 2-3 by the Staung district authority and are currently detained at Kampong Thom prison.

May 7, 2006. With the participation of hundreds villagers, the ceremony collected contributions of about $5,000 to help restore Daung pagoda and improve the living conditions of villagers

President Sam Rainsy visited Sambok Chap communities of Tonle Basac Commune where 1,367 squatters' families are living. He wrote to PM Hun Sen this afternoon (May 03) asking for a delay of the plan to relocate these squatters to Trapaing Anchanh Village, about 20 Kms outside Phnom Penh, due to the precarious conditions of the new location.

In “Grenade Attack Survivors Mark Nine Years” (March 31, page 1), you mentioned a statement from New York-based Human Rights Watch saying “the Cambodian government has made no progress [since 1997] in bringing the perpetrators to justice”, and calling on the US to reopen its investigation on that deadly attack on a peaceful rally.

1- Today, the Sam Rainsy Party (SRP, formerly Khmer Nation Party) commemorates the ninth anniversary of the March 30, 1997 grenade attack where at least 16 of its supporters were killed and over 100 others wounded in a peaceful protest in front of the National Assembly in Phnom Penh. As every year on the same day and on the very scene of the attack, SRP members and supporters pay their respects to the memories of those who sacrificed their lives for the cause of democracy and justice.

June 19 is Aung San Suu Kyi’s birthday. The world's only imprisoned Nobel Peace Prize winner will turn 60 tomorrow. She is probably also the world’s greatest living woman. I had the honor to meet her in Rangoon in August 1996. She received me very simply and very warmly at her home. It was during a lull in her harsh political life, as we can see in retrospect, since she has been moving from house arrest to jail and back to house arrest again.
