June 19 is Aung San Suu Kyi’s birthday. The world's only imprisoned Nobel Peace
Prize winner will turn 60 tomorrow. She is probably also the world’s greatest
living woman.
I had the honor to
meet her in Rangoon in August 1996.
She received me very simply
and very warmly at her home. It was during a lull in her harsh political life,
as we can see in retrospect, since she has been moving from house arrest to jail
and back to house arrest again.

Court In Contempt of Justice
The Opposition parliamentarians were not surprised
that the Appeal Court yesterday withheld the Phnom Penh Municipal Court’s
decision to dismiss the Opposition leader’s lawsuit against the prime Minister
for his role behind the March 1997 grenade attack that killed up to 20 people
and injured more a hundred. It has affirmed a general belief that the court is
not capable of acting impartially and independently.

Members of Parliament Request Visit with Cheam Channy,
Illegally Detained by
Military Court
Today,
Mr.Son Chhay, an SRP MP and chair of the SRP parliamentary group, sent a written
request to the investigating judge of the military court to allow SRP MPs to
visit Mr. Cheam Channy, the SRP Member of Parliament being illegally detained in
the military prison since 5 February 2005.
In
the letter Mr. Son Chhay cites article 38 of the Constitution, which stipulates
" the accused shall be considered innocent until the court has judged
finally on the case". Mr. Cheam Channy remains an elected representative of
the people with full rights stipulated in the Constitution and should enjoy the
liberty to maintain in contact with family members, friends and colleagues.
It
should be noted that a similar request from SRP immediately following the arrest
of Mr. Cheam Chany on 3 February 2005 was denied.
Mr.
Son Chhay's letter to Prince Norodom Ranariddh, President of the National
Assembly, dated 10 February 2005 to intervene in this matter remains unanswered.

DISCRIMINATION AGAINST SRP
The Sam Rainsy
Party condemns the cheap trick of the Seila Authority in Takeo province which
intends to disrupt its today's seminar.
Having arranged
by NDI, this seminar on SRP internal reform attended by 140 participants, was
originally due to be held at the main meeting hall of Seila Authority. Only last
night at 12:00 am, the contract was cancelled right away by Seila Authority
without any clear reason. Confronting with such situation, the SRP organizer
decided to move to another open air location opposite the Takeo City's Public
Park.
This Seila
Authority-owned meeting hall were frequently rented by various NGOs to safely
hold meetings or seminars in the past.

RAINSY IN PARIS, LONDON and BERLIN
After his visit to the USA (Washington D.C. and Lowell-MA) from
February 6 to
13, opposition leader Sam Rainsy had a meeting in Paris on February 14 with a
high-ranking official from the French Ministry of Foreign Affairs (Quai
d'Orsay) while a number of meeting are being scheduled with French
parliamentarians. On February 15 and 16 Sam Rainsy is in London giving an
interview broadcast on BBC World Television and having meetings with British
government officials at the Foreign and Commonwealth Office as well as Members
of Parliament at the House of Commons. The Cambodian opposition leader will be
in Berlin on February 17, where meetings with German government officials,
members of the Bundestag and representatives from non government organizations
have been scheduled.

Double Standard to Remove Immunity
The SRP Parliamentarians note that
the drive by the ruling parties to destroy all oppositions has been
intensifying over the last few weeks.
The so-called justice system – it
is fully controlled by the ruling parties – conveniently ignores or
summarily dismisses any complaint formally lodged by Opposition against
the prime minister and the National Assembly president for criminal
offences. The prime minister would have to answer for his involvement in
the March 1997 grenade attack that killed up to twenty people and
injured more than one hundred. The National Assembly president would
have to explain in court why he awarded contract for a new NA building
to the highest bidder, in lieu of the lowest, when the quality of the
finished products was assured to be of similar standard; the cost of the
building under the deal signed by the NA president was raised from US$13
million to US$27 million. All cases lodged by Opposition serve justice
for victims and national interest.

FOR THE 30 MARCH 1997 GRENADE ATTACK
On 2 February 2004, Sam Rainsy filed a criminal lawsuit (case #
176) at the Phnom Penh Municipal Court against Hun Sen for
assassination attempt on him and for premeditated murder on 30 March
1997 when a grenade attack killed more than 16 people (only 12 of the
dead were identified) and wounded more than a hundred other participants
in a peaceful protest in front of the National Assembly.

ANTI-CORRUPTION REFORMS ARE THE MAIN CHALLENGES
Last week's donor Consultative Group meeting ended with a
cut in aid to Cambodia which "sanctions the government's non-performance,
emphasizing the determination of donors to attach their assistance to efforts
made by the Phnom Penh authorities" (Cambodge Soir, 8 December 2004).
What is expected from the Cambodian government centers around a series of
fundamental reforms, especially reforms aiming at curbing corruption. In a
report titled "Cambodia at the Crossroads", the World Bank clearly spells out
these reforms. All the country's political leaders agree that it is necessary
and urgent to implement these reforms and show a determination to go ahead that
brings optimism.
