Background:
The target is one of the poorest areas in Phnom Penh city. Having poor basic infrastructure--no sewer system--the area permanently get flooded during rainy season. This causes inconvenience for transportation and poor sanitation. To improve living condition of the locals, the Commune Council of Sangkat Psa Deumthkov has planned renovation works on road, pathway, and sewer system. The project is to pave 718-meter roads with laterite, to construct 1,273-meter sewer, and to cement a pathway.
Funding Source:
Handicap International, an international NGO, has agreed to fund the project 80%, while the Commune Council has to support 20% as counterpart contribution. This means that the Commune Council has to collect money from those who will benefit from the project. However, as stated above, these people are so poor that the Commune Council could not collect all the needed money, which amounts to $6,864. The Commune Council has so far collected $4,864. An additional $2,000 is still needed. Failing to secure this fund, Handicap International will eventually withdraw the project. Therefore, funding from another source needs to be secured.
