THE TYPICAL CASE OF MEMOT DISTRICT IN KAMPONG CHAM PROVINCE

The SRP head of Memot district, Nou Pisakha, wrote a detailed report on election irregularities (intimidation by CPP local officials, political discrimination, disenfranchisement, impersonation) that took place in his district on Voting Day.

In Tonloung, Choam Tamao, Kompoan and Koki communes, the four CPP commune chiefs issued fraudulent 1018 forms to illegitimate voters by using ghosts' names. These illegal activities took place either in the commune office belonging to the state or in the CPP office in the corresponding commune.

The report was written on July 27, at the end of Voting Day, and immediately given to EU observers for Kampong Cham province. Nou Pisakha succeeded in taking photos of the Tonloung commune chief while he was illegally issuing the controversial 1018 forms.

The two above photos were taken by SRP official Nou Pisakha, on July 27, 2008 (Voting Day),between 10:08 am and 10:15 am , at Tonloung commune office, Memot district, Kampong Cham province. They show CPP commune chief Chhneang Yea illegally but methodically issuing 1018 forms to illegitimate voters by using ghosts' names.
The illegal activity had started since 07:30 am on that Voting Day and continued for nearly three hours despite protests issued by SRP agents who complained to the Commune Election Committee (CEC) president, who in turn asked the CPP commune chief to stop his activity, but to no avail. Only the irruption of Nou Pisakha at 10:08 am , with a camera to take photos, effectively put an end to the activity.
